Getting a driver’s license is a major milestone for teens – but it comes with serious responsibilities. California’s Graduated Driver Licensing Program is designed to help young drivers build experience safely. Here’s what parents and teens need to know to stay legal – and stay safe.
The Licensing Journey
Learner’s Permit: Teens can apply at 15½ years old after completing a DMV-approved driver’s ed course and passing a written test. They must always drive with a licensed adult 25+ in the front seat.
Provisional License: At 16, teens can apply after holding a permit for six months and completing 50 hours of supervised driving (10 at night). They must pass a behind-the-wheel test.
Full License: At 18, or after 12 months of clean driving with a provisional license, teens can apply for full driving privileges.

Alcohol: Any detectable blood alcohol level (0.01 percent or higher) results in a one-year license suspension.
Distracted Driving: First offense = $20 fine; second = $50 plus court fees.
Traffic Violations: Two points in 12 months = 30-day restriction; three points = six-month suspension and one-year probation.
