An Open House Public Hearing is scheduled on Wednesday, Nov. 30 from 5 p.m. to 7 p.m. at Farmington Elementary School, hosted by Caltrans to outline a pavement preservation project.

The hearing will provide information on the project as well as continue a public comment period.

According to information from Caltrans District 10, this project “proposes to repair localized areas of pavement failure and place a Rubberized Hot Mix Asphalt overlay. The project limits are on State Route (SR) 4 from Golden Gate Avenue Overcrossing at SR 99 in the City of Stockton in San Joaquin County to 0.5 mile east of Dunton Road in Telegraph City in Stanislaus County.”

The work covers portions of both San Joaquin and Stanislaus counties and runs through Farmington along Highway 4.

The scope of work also includes rehabilitating culverts, removing and replacing bridge railing, upgrading and/or installing warning signs, removing and upgrading guardrails and dikes, upgrading sidewalks and curb ramps in compliance with the Americans with Disabilities Act (ADA), and placing shoulder backing.

All those interested in learning more about the project are encouraged to attend the Open House at the school, 25233 Highway 4 in Farmington.

“The purpose of this project is to address pavement, bridge, drainage and ADA needs on SR 4,” the Caltrans information continued. “The need is to extend the service life of pavement; replace existing bridge railings at Duck Creek Bridge (San Joaquin location) with railings that meet current standards; rehabilitate 21 culverts to avoid possible flooding or settlement of the roadway; upgrade curb ramps, sidewalks, driveways, accessible pedestrian signals and push buttons to current ADA standards; and upgrade existing guardrails to Midwest Guardrail System.”

The project was programmed in the 2020 State Highway Operations and Protection Program (SHOPP) with funding from the 201.121, Pavement Preservation Program.

Comments about the project will be accepted during an extended review period, from Nov. 23 through Dec. 23, 2022. If there are no major comments, Caltrans will proceed with the project design.
