The City of Escalon has concluded the first full year of its New Business Grant Program and Business Expansion Grant Program, awarding a total of $60,000 to local entrepreneurs and small businesses. The programs, supported in partnership with Oak Valley Community Bank, were created to strengthen Escalon’s business community, its tax base and overall economy, establish new businesses and help existing businesses expand, and support long term economic vitality.
Across two funding rounds, noted Escalon’s Development & Community Services Manager Trevin W. Barber, the City supported nine businesses, helping new storefronts open, home grown businesses expand, and local employers modernize their operations.
“The City’s Economic Development Committee (EDC) reviewed all applications and recommended awards based on readiness, documented investment, community benefit, and alignment with City Council priorities,” Barber explained.
Year One Grant Recipients included: Oak & Ember Sourdough, Beautifully Chaotic, Baker Print Co., Party Shed, Sensory Dough by Kelsie, Marco’s Ristorante Italiano, Tacos de Nieve, The Barn, and True North Yoga.
“These businesses represent a diverse mix of new storefronts, home‑based entrepreneurs, and established local employers expanding their services in Escalon,” said Barber.
He added that the City “extends its sincere appreciation to Oak Valley Community Bank, whose financial contribution significantly expanded the City’s ability to support local businesses during the first year of the program.”
Their partnership, Barber said, reflects “a shared commitment” to strengthening small businesses, fostering entrepreneurship, and investing in Escalon’s long term economic health.
The City’s Economic Development Committee, which includes Councilmembers Shawn Strohman and Jeff Kay, reported strong engagement from the business community and positive outcomes across both rounds.
“We heard consistently from applicants that even modest support made a meaningful difference,” said Councilman Kay. “These grants helped businesses bridge gaps, complete improvements, and move forward with confidence. The response from the community has been overwhelmingly positive.”
Councilman Strohman noted the program’s impact on local investment: “What stood out this year was the level of private investment these businesses were already making. The City’s contribution helped accelerate projects that strengthen Main Street, expand services, and create long term economic value for Escalon.”
Businesses also shared positive feedback with City staff, citing the program’s simple application process, clear communication, and quick turnaround as major strengths. Several recipients reported that the grants helped them complete equipment purchases, tenant improvements, and expansions that would have otherwise been delayed.
“Credit to the City Council for prioritizing and investing in economic development,” said City Manager Jaylen French. “Escalon’s businesses make up the community’s identity and are the primary source for job and tax growth. The city’s entrepreneurs are investing heavily in their businesses and in our community. This Program is intended to support and bolster that momentum, reduce barriers, and partner with businesses to start here and grow here.”
The New Business and Business Expansion Grant Programs were established in 2025 following direction from the Escalon City Council to create a practical, locally focused economic development incentive that would:
Support new and existing small businesses;
Encourage private investment in Escalon;
Strengthen the City’s long term economic base; and
Provide a simple, accessible pathway for entrepreneurs.
The programs were shaped through input from the Economic Development Committee, local business owners, and regional partners. The City designed the programs to be flexible, transparent, and entrepreneur friendly, ensuring that small businesses could access meaningful assistance without unnecessary administrative burden.
With the support of Oak Valley Community Bank, the City expanded the program’s reach and impact during its inaugural year.
