Dobson announced as ’26 ATHENA award recipient

On Monday, Aug. 31, 2026, members of the Stockton Chamber of Commerce, Office of Congressman Josh Harder staff members, family, and friends, surprised Tiffany Dobson with the news she had been chosen as the 2026 Young ATHENA Leadership Award recipient. The annual ATHENA Young Professional Award honors individuals under 40 years of age who strive toward the highest levels of accomplishment, excel in their chosen business or profession, have demonstrated support for the advancement of business and professional women, have devoted time and energy to their community, and have actively mentored others.

The ATHENA Award will be presented at the annual ATHENA Awards Luncheon on Nov. 19, 2026, at 11 a.m., with the location to be announced. Dobson represents a new generation of community leadership—purposeful, collaborative, deeply rooted in service, and grounded in a genuine commitment to making San Joaquin County a better place for everyone. As Deputy District Director for Congressman Josh Harder’s office, she has built a reputation as a trusted connector, strategic thinker, and compassionate advocate for the people and organizations she serves. In a role she was the first to hold, she has helped define what effective leadership can look like in a modern congressional district office: bringing people together, identifying solutions, and turning relationships into meaningful results for the community.

Congressman Harder represents Escalon, Farmington and Collegeville in the Ninth Congressional District.

Stockton Chamber of Commerce officials noted that Dobson’s leadership is built on relationships. She works with an extraordinary range of constituents, nonprofit organizations, government agencies, community leaders, and local businesses, listening carefully to understand their challenges and then identifying ways to help. Her ability to navigate the complexities of federal government has made her an invaluable resource for constituents seeking assistance with federal agencies. At the same time, she frequently serves as the bridge between local organizations and the Congressman’s district and Washington offices, helping develop collaborations and identify federal resources that can support projects affecting thousands of San Joaquin County residents.

Her colleagues recognize Dobson as a leader who brings clarity and direction to complicated work while creating an environment where collaboration can thrive. Because the Deputy District Director position was newly created, she was responsible for establishing its role and purpose across both the district and Washington offices. She has embraced that challenge by developing strategies, leading office-wide discussions, building consensus, and ensuring that staff remain connected to the Congressman’s goals. Her leadership style is both confident and inclusive: she provides certainty when it is needed while fostering the sense of teamwork and family that allows people to do their best work.

Dobson’s commitment to lifelong learning is evident in the breadth of her interests and experiences. Before joining the congressional office, she served as Postsecondary Access & Completion Manager for Stockton Scholars, where she led outreach, recruitment, and programming designed to help young people pursue and complete higher education. Her passion for education continues to shape her leadership today. She understands that investing in young people is one of the most meaningful ways to strengthen a community, and she intentionally creates opportunities for youth to see themselves as capable of achieving more.

Her leadership also extends beyond her professional responsibilities. Dobson is an active member of the Stockton Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated, an organization dedicated to economic and educational development, international awareness, physical and mental health, and civic and political engagement. Her service is equally evident in her commitment to urban agriculture and neighborhood vitality. A Community Representative for the Community Alliance with Family Farmers, she participates in Stockton and North San Joaquin Valley listening sessions and advocates for urban agriculture and small family farms.

She is not simply an advocate from a distance, officials added, as she practices what she believes. At her Central Stockton home, Dobson grows fruits and vegetables and raises chickens, cultivating a backyard farm that reflects her interest in food systems, sustainability, and local agriculture.

She is a member of the NAACP Stockton Branch, the UC Davis Alumni Association, and Yosemite Street Village, where she participates in annual neighborhood cleanups, supports local businesses, and contributes to community activities.

Chamber officials share that Dobson embodies the spirit of the ATHENA Award through her commitment to enlightened leadership, continuous growth, courageous service, collaboration, and empowering others.

The ATHENA Youth Leadership Award (Under 18) was introduced nationally and locally in 2024 with the Stockton Chamber giving out the first ever ATHENA Youth Award in the nation.
