Council Changes Meeting Time

Effective Monday, Dec. 6, the regular meetings of the Escalon City Council will begin at a new time.

Moving slightly from the 7:30 p.m. start time that has been in effect for years, the council agreed to start the first and third Mondays of the month meetings at 7 p.m.

The change was one of several items addressed by the council during the Oct. 18 session.

Council members also approved an inter-fund loan agreement between the general fund and the water fund.

"The general fund loaned the water department money years ago and this loan agreement is to memorialize it, so that they pay the general fund back the money they borrowed years ago," explained City Manager Henry Hesling.

The figure loaned was $459,000 and Hesling said an audit report recently revealed that the water department stopped paying on the loan in 1995.

Hesling said the money is available in the water fund and it will be paid back to the general fund, where it will be used to pay down the debt service on the police department facility and community center.

Hesling also updated the council on his development of a fiscal policy for the city and said he anticipated bringing a draft to the council for consideration at the first meeting in November.
