At its Board meeting on Tuesday, Aug. 18, 2026, the San Joaquin County Board of Supervisors received an update on the South County Regional Park Project and authorized execution of a task order in the amount of $1,062,546 for Phase III of the South County Regional Park Project.

Phase I ‘Conceptual Design’ and Phase II ‘Feasibility Study’ have been completed. Phase III ‘Design Criteria & Bridging Documents,’ will involve reviewing the Phase II Feasibility Study to validate research findings and developing a set of program/design criteria documents – Bridging Documents – which will provide project definition and design intent at a schematic level, with defined program and performance-based criteria requirements, and therefore will not constitute a final design or construction documents.

Some Phase III tasks will include: architectural design, site/landscape design, lake, aquatic and recreational water design, cost estimating, scheduling, and several other technical tasks such as, site security, irrigation design and engineering, structural engineering and design, etc.

The estimated time frame for completing Phase III is approximately nine months. All this work leads to Phase IV which will include the design-build Request for Proposals, as well as the final design and construction of the project. The construction of South County Regional Park is estimated to last approximately 15 months.

Extensive public outreach was conducted during the project’s earlier phases to gather input from South County residents and community stakeholders. That feedback helped identify community priorities and shape the park’s proposed recreational features and overall vision, ensuring the project reflects the needs of the families it is intended to serve.

“This investment represents another major step toward delivering the regional park South County residents have long deserved. Phase III will transform the project’s vision into clear design and performance standards, laying the groundwork for final design and construction. As our communities continue to grow, we must make sure our recreational opportunities and public spaces grow with them,” Supervisor Robert Rickman stated.

The regional park is in the Tracy area, which is in the fifth district, represented by Supervisor Rickman on the county board.
