Flora sees bipartisan bills move to Senate

This past week, the California State Assembly reached the Constitutional “House of Origin” deadline, the halfway point in the legislative session when all Assembly Bills must pass out of the Assembly to be considered in the Senate. Assemblyman Heath Flora, who represents the Oakdale, Escalon and Riverbank areas, successfully advanced seven bipartisan bills by the June 6 deadline, reflecting a continued focus on practical reforms that support California’s families, first responders, schools, and health systems.

“These bills are about solving real-world problems,” said Assemblyman Flora. “From improving public safety to helping small school districts and rural hospitals, our team is delivering solutions that matter to everyday Californians.”

Bills passed by Assemblyman Flora include:

AB 876 – Protects access to anesthesia care by clarifying the role of Certified Registered Nurse Anesthetists in California’s health system, especially in underserved and rural communities.

AB 1309 – Moves California closer to equal pay for state firefighters by aligning CAL FIRE compensation with local fire departments through the collective bargaining process.

AB 948 – Provides small and mid-sized school districts with a cost-effective, competitive procurement option for facility repairs and upgrades under $3 million.

AB 509 – Encourages the use of advanced, state-approved age-verification technology to help prevent underage alcohol sales, while protecting responsible businesses.

AB 586 – Authorizes the formation of professional fiduciary corporations to act as appointed trustees, executors, and guardians, while enhancing regulatory oversight and consumer protections.

AB 533 – Restores design-build authority for healthcare districts operating clinics and hospitals, enabling more efficient project delivery and access to federal funding.

ACR 21 – Designates a portion of Highway 99 as the Officer Harminder Grewal Memorial Highway, honoring a fallen Galt police officer who died responding to the Caldor Fire.

“I’m especially proud to have bipartisan support on these bills,” Flora added. “Whether we’re honoring first responders or making it easier for schools to make critical repairs, these are commonsense wins for the people we serve.”
