A candlelight vigil is being planned for this coming weekend, honoring the lives of Whisper Owen, 36, of Sacramento and her infant daughter, eight-month-old Sandra McCarty.

The two – though not positively identified as of press time – had been missing since July 15 and were believed to be the occupants of a Chevy SUV that was located wedged under the bridge, underwater, at Highway 120 and Victory Avenue at the San Joaquin-Stanislaus County line on Sunday, Aug. 17.

Volunteer divers from a group called Adventures With Purpose utilized sonar to locate the vehicle, which had been missing for several weeks after Owen’s cell phone last pinged in the area of the highway and Victory.

Divers from the San Joaquin County Sheriff’s Department responded to the scene on Sunday, alerted by the volunteer divers, and the CHP, along with Escalon fire crews, were also on scene.

Owen’s brother, Richard, was there, supporting the efforts of Adventures With Purpose and the Angels Recovery Dive Team. Now, they have planned the candlelight vigil, scheduled for 7:30 p.m. Saturday, Aug. 23 on the north side of Highway 120 at Victory.

“Come honor mom and her babygirl,” the social media post says, “support the family during this difficult time, or just show your respect and overall support during this time. Thank you to the community for working together and any effort to bring them home.”

Sheriff’s Department officials said “one adult and one infant” were located in the vehicle and though identification wasn’t immediately available, authorities are fairly certain the two inside were those reported missing.

Owen had traveled to Fresno on July 15 with her daughter, to visit family and for a doctor’s appointment. After leaving Fresno that afternoon, enroute home to Sacramento, she didn’t return.

The Chevy – with one headlight out – was reportedly seen in Waterford and then caught on camera traveling through Oakdale on July 15, later pinging in the area of Highway 120 and Victory. The bridge there spans the South San Joaquin Irrigation District canal and is currently full; the water flow was slowed when the volunteer dive team got the sonar hit, allowing for the discovery and subsequent removal of the vehicle on Sunday afternoon.

Traffic was detoured around the area while authorities and family members were on scene. The bodies were taken to the San Joaquin County Medical Examiner’s Office and local authorities said the Fresno Police Department is heading up the investigation, since Owen and her daughter were reported missing from Fresno.

San Joaquin County Sheriff Patrick Withrow said personnel from San Joaquin and Stanislaus counties were on scene, along with Fresno PD.

The recovery of the vehicle and the bodies found inside came early Sunday afternoon.

“It’s just a tragic ending,” said Withrow.
